Selected Public Policy Programs
Recreational Use on the Chattooga River. Contracted by the US Forest Service to design and conduct a capacity analysis and subsequent National Environmental Policy Act (NEPA) assessment to enable joint decision making among the Forest Service and key stakeholders. March –November, 2007.
Development of Tree Conservation Ordinances. Assist two local government units, the Winston-Salem / Forsyth County Planning Board and the City of Knightdale Environmental Review Board to design and guide decision-making processes for tree conservation. May 2006 – October 2007.
Timely Delivery of Transportation Projects with Environmental Excellence: Federal/State Strategic Planning. Working with the NC Department of Transportation, the Federal Highways Administration and eight state and federal natural resource agencies. The objective is to develop a plan for involving state and federal natural resources agencies in mobility planning to improve environmental outcomes. May 2004 – November 2006.
Alcoa-Yadkin Hydropower Negotiation Training Organized and conducted a one-day training workshop for citizens involved in hydropower relicensing decisions on the Yadkin River. Forty-three citizens received the training. The expected outcome is that citizens will improve their understanding of the hydropower relicensing process and will be better equipped to reach a wise, fair, and durable agreement on resource allocation issues. September 2004.
Negotiation Training for Hydropower Relicensing. Supported by a grant from the Charles Stewart Mott Foundation, developed a training program on negotiation and decision-making for hydropower relicensing. Participants included utility officials, state and federal resource agency staff, local government officials, environmental non-profit staff, and citizens. January – March 2004.
Hydropower Relicensing on the Nantahala and Tuckasegee. Working with officials from Duke Power Company, representatives of state and federal resource agencies, local government, river outfitter companies, landowners, and other stakeholders in the Nantahala and Tuckasegee River watersheds to develop agreements on a Federal Energy Regulatory Agency license application for hydropower operations in the Little Tennessee River basin in western North Carolina. The purpose of the project is to develop agreements on such issues as reservoir levels, instream flows for aquatic habitat and recreation, and resource protection, restoration and mitigation. October 2001 – June 2003.
